GARRETT, Pa. (WJAC) — UPDATE:
State police say a standoff began around 9 p.m. when a trooper noticed Steve Burns in a garage along Jackson Street.
Burns had a warrant out for domestic violence and a DUI.
Police say when the trooper pulled up to the garage, Burns and a woman, later identified as Kelly Fairgrieve, who is wanted in Maryland for escape and obstruction of justice, ran into the house and refused to come out.
This led to a standoff and troopers say they called in SERT.
"Last evening, I was taking my son to basketball practice and as we were coming down, we noticed all these state police cruisers that had this building surrounded. They still had the roadway open at that time, but when I came back down, there was no way to get home,” said Garrett Borough resident, Douglas Hartman.
The standoff and blocked roads forced people including Hartman to drive out of their way just to make it home Monday night.
"His recommendation was to go five miles back out the road and go out and through the country if I wanted to get home so that's what I did. It was crazy. It was like the whole town was under siege. Because you couldn't get in or out,” Hartman said.
Police say around 1 a.m., Burns and Fairgrieve came out of the house.
Neighbors were shocked to see something like this happen in their small town.
"It was pretty rowdy for this town. We don't have that much excitement. It was pretty interesting until 12:30,” Hartman said.
According to the criminal complaint, both Burns and Fairgrieve knew they had warrants out for their arrests.
"I’m glad to see it ended without anyone getting hurt or getting damaged. Because, you know, they didn't need to be out last night putting up with that,” Hartman said.

Authorities say a man and a woman are in custody after an hours-long standoff in a Somerset County borough.
According to a criminal complaint, the incident started around 9 p.m. Monday when a trooper noticed 41-year-old Steven Burns, a man wanted by police for domestic violence and driving under the influence, in a garage along Jackson Street.
Authorities say when the trooper pulled up to the garage to contact Burns, he and a woman ran into the house and refused to come out.
That’s when troopers say the Specialized Emergency Response Team was called.
Several hours later, around 1 a.m., troopers say Burns and the woman exited the house.
Troopers identified the woman as 36-year-old Kelly Fairgrieve, who was wanted out of Maryland for escape and obstruction of justice, the complaint says.
Troopers say Fairgrieve told them she didn’t come out of the house because she was too afraid.
According to the complaint, both Burns and Fairgrieve knew there were warrants out for their arrests.
The two are being held in the Somerset County Jail on $50,000 bail.
They have preliminary hearings scheduled for Dec. 12.
